Magic in Game of Fate requires two genetic traits; empathy and magic capacity. If you have them both then you are set to use magic! However, if you only have one half of the requirements then you can't use your magical powers, no matter how strong your magic or empathy is. Further more, using magic is incredibly unhealthy and can shorten a person's lifespan.
So what is a society to do?
They create magic devices!
The original magic devices in Game of Fate land were more like charms. They could be used once or twice to cast simple pre-set spells before they broke. But charms were never very effective. Not everyone could make them safely and not everyone could use them safely. Those that did make them often sold them at crazy prices, so the safety a charm might provide wasn't available to everyone.
For magical society as a whole they were actually quite useless.
Then, around the time of World War II, magic research had a major breakthrough. They developed magical devices that could make up for a missing piece of genetics and even help people use magic more safely. The concept was fairly simple; they had a substitute form of empathy that could identify emotions and collect them for magic and also had the ability to process magical power.
This was all around a better way to use magic. Devices could find the feelings you needed much faster than an actual human could and could do so more accurately. Further more, their ability to process magical power took away all of the health risks originally associated with magic. By having a magic device, often in the shape of a wand or staff, you could become a magic user even if your genes hadn't blessed you with the ability!
But that was also a problem.
Because of devices, a n y o n e could become a magic user. Using a device also meant not suffering the price of magic, because that was attached to genetics. The MASQ stepped in as quickly as they could and ordered that all magic devices needed MASQ approval. They would be programmed to only understand the secret language of magic, Magien, so that only those educated enough on magic could use them. The MASQ also put limiters directly on the devices that kept them from being dangerously powerful.
Even though the MASQ limited devices that does not mean that they do not approve. It's the opposite. The MASQ fully supports devices and encourages everyone to use them. They will even supply a basic device to anyone who asks for absolutely no charge. There isn't a law requiring that everyone use them but there's a lot of support given to those who want to.
Tampering with devices is an option to increase their potential, but they will never be a substitute for actual magical potential. 75% of magic users are stronger than the average device. Still sometimes you have no choice but to use one, whether it's because you're missing half of the required DNA or don't have magic at all to begin with.

Marron purchased her device for money. It isn't a standard issue. It takes the form of two hand guns (semi-automatic pistols) and she can combine them into a single rifle if she needs to.
( Changing form isn't something a free device given by the MASQ would be able to do. )
She is not licensed to use real bullets in it, but does occasionally create some with magic on the spot if she feels she needs them. Normally, Marron will channel her magic through the gun(s) and fire bullet-sized rounds of magic. She can prepare magazines ahead of time if she wishes.
Her device cannot be used for support magic. Gun users do have the option of shooting themselves with magic shots for increased speed, strength, etc. but Marron does not feel comfortable doing this. She cannot create shields with her gun and would have to make them manually.
Because it relies on her personal magic capacity, Marron is able to cast higher leveled spells with this device then you would be able to cast with something given away by the MASQ. Her strongest shots could bring down a skyscraper if she wanted, but she's unlikely to do so.
It needs to be repaired and cleaned frequently because it channels so much magic at once. Too many strong shots run the risk of breaking it.

Satou acquired her wand-stand when she was ten years old. It was given to her by Marron Dystini, though she never learned the name of the girl who gave it to her. Its form is easily manipulated by Satou's magic and she customizes it depending on what she's using it for; she has thus far invented a scythe form for physical attacks and varying modes for casting spells, depending on how much power she needs to use and how mobile she needs it (more power = less mobile).
It uses her personal magic potential so outranks stand issue devices. If she were to use too much of her magical potential through it then it would definitely break, so Satou is careful to only cast lower potential spells with it.
She can cast defensive spells with it but the wand itself isn't very useful for protecting her. Satou much reenforce it with magic or it would easily be shattered in hand to hand combat.

Shugo's first device is a staff. It's standard issue from the MASQ and meant to be "training wheels" for a beginning mage. He doesn't mind it much until Satou starts pointing out the flaws to him.
It is well rounded with no particular emphasis on attack, defense, or support. It is durable but ultimately breaks during an incident with Satou.

Shugo's second device is created to replace the first. It was made by Satou specifically for Shugo and is well suited to balance his flaws and suit his role as Satou's knight. The form resembles a shield or a double-ended blade, but cannot hurt people.
It is very durable and can be used for protection. It automatically generates shielding for Shugo. The new device is not defensed for attack but for support spell casting and providing automatic defense. Satou makes it specifically so that Shugo can never commit murder with magic and forces him to stay behind her in a fight.
This device requires some slight maintenance, which Satou generally provides. Shugo is learning to repair it himself.

Annabelle's device typically takes the form of a scythe in combat, as that is what she is most comfortable with, but she can change the design as she pleases. When it isn't a scythe she will usually turn it into a teddy bear keychain and attach it to her purse.
Her device was purchased from a well-known device maker and was tailored specifically to meet Annabelle's needs. It helps boost her attack power by focusing her magic into more powerful bunches which makes her magic attacks hit harder. It is flawed in that this means she is constantly paying her price of magic--- her ability to recognize her achievements-- with every offensive spell she casts.
Despite the scythe-shape, it would not do very well in close combat.
Her device is buried with her.

Celina's devise is not offensive; it's nothing but a ring on her finger. She never changes it to any "weapon form" and has no interest in doing so. If Celina got into a fight then her device would increase her defenses, speed, and make her punches more damaging, but other than that it does very little. It's main function is giving her a head's up when her magic is about to "burst" so that she can get her diary ready.
